I venture to express for Your Excellency the unanimous feeling of the Memorialists and the Subscribers, in the hope that you will allow them to accept of the grant made by Your Excellency's act of the general rates,
as a proof of your appreciation of the importance of this matter, both on economical and sanitary grounds, and hence the propriety of the word being carried out in future by the Government. In this case the burden would fall extensively on those who would benefit received, whereas by the system of raising subscriptions to supplement the grant, the load falls unequally on the few, who are known to be liberally inclined, when solicited in the first instance.
